The war of cultists in Benin City primarily involves various secret cults or confraternities, originally university-based fraternities that have transformed into criminal gangs. 4. Weak Law Enforcement: The inability of law enforcement agencies to effectively combat cultism and bring perpetrators to justice has emboldened these groups.
